Gurgaon: Chief minister Manohar Lal Khattar on Sunday launched a one-time settlement scheme for traders to settle any taxes that may have been pending before the GST regime was implemented.
The OTS scheme will be effective from January to March 30, 2024. Traders and businesses can clear any tax dues that were pending before June 30, 2017.
“The one-time settlement scheme stands as a testament to the government’s dedication,” Khattar said at an event in the city on Sunday.He said the scheme was born out of the government’s commitment to public welfare.
Outstanding arrears related to seven laws — Haryana Value Added Tax Act, Central Sales Tax Act, Haryana Local Area Development Tax Act, Haryana Tax on Entry of Goods in Local Area Act, Haryana Luxury Tax Act, Punjab Entertainment Fee Act and Haryana General Sales Tax Act — will be covered under the scheme.
In one category under the scheme, if there is no dispute, taxpayers can pay 100% of the dues without any penalties or interest.
In the second category for disputed taxes under Rs 50 lakh, taxpayers can pay 30% of the outstanding amount. For disputed taxes above Rs 50 lakh, the taxpayer can pay half of the amount and the remaining sum will be waived off.
The third category will apply to undisputed taxes in cases where no appeal was made. Taxpayers can pay 40% if the amount is below Rs 50 lakh and 60% if it’s above Rs 50 lakh, and the remaining dues will be waived along with penalties and interest.
The fourth category includes outstanding amounts due to differences in tax rates. The scheme will give relief to taxpayers by allowing only 30% of the total outstanding amount.
Khattar said a facility of easy installments has also been provided under the scheme. Taxpayers with outstanding amounts below Rs 10 lakh will have to pay the entire outstanding amount in one go before March 30. For those with dues between Rs 10 lakh to Rs 25 lakh, the amount can be paid in two installments of 50% each. If the outstanding dues are more than Rs 25 lakh, payment can be spread across three installments with 40% to be paid in the first 90 days, 30% over the next 90 days, and 30% in the final 90 days.
Deputy chief minister Dushyant Singh Chautala, also at the event, said: “The state has collected Rs 46,000 crore in taxes so far. After the implementation of the new OTS scheme, if businessmen, chartered accountants and tax lawyers cooperate, it is expected that tax collection in the state by March 31 can reach Rs 66,000 crore, surpassing the CM’s target of Rs 58,000 crore. Despite being a small state, Haryana ranks among the first five states in the country in terms of tax collection. Today, Haryana boasts the best infrastructure in the country regarding taxation.”
He also said the government plans to establish branches of the GST Tribunal in Gurgaon and Hisar. “To modernise the working style and easily resolve GST and tax collection issues, employees and officers of the department have received training from national-level institutions such as CBI and central excise department. A help desk and online chatbot would be established at the state excise and GST department for the new scheme if needed,” the deputy CM added.
